What is regional economic development? Who are the actors? What is the institutional and political context and what are economic development goals? These are some central questions that will be addressed in this course. It will introduce techniques for evaluating the economic structure and performance of regions, and provide understanding of the process of regional economic change in the context of globalization.

Course Structure:

A MODUL University professional seminar is divided into three sections, allowing for maximum flexibility.

  1. Pre-Module phase: a two week e-learning period where participants are required to study reading material at home
  2. Core-Module phase: a two day seminar on MU Vienna’s campus
  3. Post-Module phase: a 2-4 week e-learning period where participants are required to complete a project or paper at home

Total course time is approximately one month, while the required on-campus seminar time is two days.

Lecturer:

Prof. Dr. Harvey Goldstein joined MODUL University Vienna in August 2008 as Professor and Director of the Program in Public Governance and Management. Professor Goldstein spent the previous 26 years in the U.S. on the faculty of the University of North Carolina at Chapel Hill, Department of City and Regional Planning, where he directed the department’s Ph.D. program for 15 years. He has also served on the faculty of Columbia University, and as a Guest Professor in the 1980s and a Fulbright Senior Scholar in 2000 at the Vienna University of Economics and Business Administration.
Professor Goldstein’s principal research and teaching interests include regional and local economic development planning and management, the role of knowledge-based institutions in the governance and development of regions, research and evaluation methods, and research design. He has also done extensive work in the area of regional labor market analysis and economic forecasting. Professor Goldstein has served as a consultant for the United Nations Development Programme, the International Labor Affairs Bureau of the U.S. Bureau of Labor Statistics, the World Bank, the U.S. Agency for International Development, and a number of state and local government organizations in the U.S. Goldstein earned a Bachelor of Science (Electrical Engineering) from Columbia University, M.A. (Regional Science), M.C.P. and Ph.D. (City and Regional Planning) degrees from the University of Pennsylvania.

Ziele

This course is intended to provide the participants with:

  • The professional approaches to economic development policymaking and the roles of the economic development practitioner
  • Techniques for how to analyze the strengths and weaknesses of a regional economy
  • Theoretical foundations for economic development policies
  • Familiarity with a diverse set of economic development strategies

Group exercises in designing a strategic plan for regional economic development and case studies will give the participants the opportunity to review and assess the effectiveness of alternative strategies and provide guidance for organizing and implementing a strategic plan for economic development. The course will utilize selected readings, exercises, and discussions.

Certification:

Participation in all three phases of the professional seminar (pre-, core- and post-module) leads to a certification, with the possibility to transfer the credits earned to a degree program (e.g. MBA program). All study programs and seminars are accredited by the Agency for Quality Assurance and Accreditation (AQ) Austria.

  • Proof of an undergraduate university degree with a minimum duration of three years or completion of an equivalent degree relevant to the content of the study programme
